Accommodate <br /> reasonably practicable regional flood control strategies for the Arroyo de la Laguna in the Phase <br /> II land use program, consistent with policies for protection of riparian corridors. <br /> Guidelines: <br /> 1.1 Adequate setbacks should be provided along the Arroyo de la Laguna to allow the Zone 7 <br /> Water Agency or other public agencies to implement a range of regional flood <br /> improvements. <br /> 1.2 Any in-channel improvements constructed by the Zone 7 Water Agency or any other public <br /> agency as necessary to implement a flood control plan shall conserve as much of the <br /> existing riparian habitat as possible and shall restore riparian vegetation in a manner <br /> conducive to long term enhancement of the corridor after any grading for flood capacity <br /> improvements. <br /> To the extent feasible, any widening of the Arroyo should occur on the eastern side of <br /> the channel and retain the riparian vegetation on the western side. There may be <br /> portions ofthe western side ofthe Arroyo where widening improvements are also <br /> necessary to accommodate flood flows or stabilize channel banks. <br /> Designs for any channel improvements should include restoration and enhancement of <br /> riparian vegetation along the bottom and banks of the channel following construction. <br /> Flood Control Policy 2: On-site Detention. Detain on-site any increase in peak storm water <br /> runoff resulting from development under the 100-year storm event. <br /> Guidelines: <br /> 2.1 The storm water detention basin capacity should be maintained in the Phase II portions of <br /> the Bernal Property capable of detaining increases in post-development peak runoff from <br /> Phase I and II areas resulting from a 100-year storm event. <br /> 2.2 The City should coordinate with the Zone 7 Water Agency on storm water release patterns <br /> to meet regional flood control objectives. <br /> Administrative Draft, Bernal Property Phase II Specific Plan, October 25, 2005 Page 48 <br />
