The entire Bernal Phase I and II <br /> Specific Plan areas are envisioned as a single harmonious open space/developed environment <br /> within which neighborhoods, commercial and business development, streets, public facilities and <br /> open space are to be sensitively sited and linked together. <br /> Guidelines: <br /> 1.1 Deep park-like boundaries should be provided around the Planning Area to insulate interior <br /> areas from perimeter noise and low-level view intrusion. <br /> 1.2 Public facility site plans should be conceived in terms of buildings set into meadows <br /> surrounded by woodlands. <br /> 1.3 Buildings should be located at the edges of meadows. <br /> 1.4 Parking areas should be screened from open space and other public areas. <br /> Public Facilities Design Policy 2: Pnblic Facility Gathering Places. Maximize the <br /> availability and usefulness of gathering places in public facility projects. <br /> Guidelines: <br /> 2.1 Outdoor gathering places should be located at or near the center of building clusters and at <br /> circulation nodes to encourage social mingling. <br /> 2.2 Landscape design should link together gathering places that are publicly accessible and <br /> perceived as common open space. <br /> Pnblic Facilities Design Policy 3: Irrigation.
