Develop a comprehensive system of trails linking developed <br /> areas and open space throughout the Planning Area as a top priority. <br /> Guidelines: <br /> 1.1 Trail and path systems should be constructed to connect all developed facilities and open <br /> space destinations. <br /> 1.2 Accessible trails and paths should be planned that interconnect the various plant <br /> communities (Figure 4-1). <br /> 1.3 The pedestrian circulation system should interconnect all bike lanes, multi-use trails, <br /> garden paths, jogging and hiking paths and transit access. <br /> 1.4 A hierarchy of trails and paths should be created that makes a transition from urban to <br /> wilderness experience. <br /> ODen SDace Gatherin2 Places and Pro2rammin2 Obiective <br /> TO CREATE PUBLIC GATHERING PLACES AND MAXIMIZE PROGRAMMING <br /> OPPORTUNITIES. <br /> Programming Policy 1: Community Events.
