<br /> 1.2 Community use and facility planning should be environmentally and fiscally responsible. <br /> - Land uses should respect the natural environmental features of the site and, where <br /> feasible, seek to enhance them. <br /> - Development of facilities should take into account long-term maintenance requirement <br /> needs. <br /> Facilities should be planned to minimize long-term maintenance, subject to the fiscal <br /> constraints of actual construction. <br /> 1.3 Facilities should be planned for both short- and long-term use. <br /> Flexibility and shared use of building space, parking and other appropriate facilities <br /> should be planned to maximize the efficient use of land and meet the changing <br /> community needs. <br /> - The timing of future land use development should be planned to facilitate continuous <br /> variety as the Planning Area build-out occurs with regard to the types of uses and the <br /> community groups and ages served. <br /> \.4 Active use community facilities, especially those that include nighttime activity, should be <br /> sited away from adjoining sensitive land uses, such as residences. Active use facilities <br /> include lighted sports fields, amphitheaters, and parking lots serving nighttime activities. <br /> Parks Obiective <br /> TO PROVIDE PARK FACILITIES THAT MEET THE NEIGHBORHOOD AND <br /> COMMUNITY PARK NEEDS OF RESIDENTS OF THE PHASE I PLANNING AREA AND <br /> ASSIST IN MEETING CITYWIDE PARK FACILITY NEEDS. <br /> Parks Policy 1: Neighborhood Park. Provide a neighborhood special use park in the Eastern <br /> Area to meet the neighborhood recreational needs of the adj acent Phase I area residents. <br /> Guidelines: <br /> 1.1 The neighborhood special use park should be developed in association with the Knoll open <br /> space at a location where existing grades can provide relatively flat recreational sites. <br /> Parks Policy 2: Community Park. Accommodate an approximately 50-acre community park <br /> within the Central Area, designed primarily for active use, including lighted sports fields. <br /> Guidelines: <br /> 2.1 The components of the Community Park must be determined through a public master <br /> planning process and be consistent with the Land Use and Visual Resources objectives of <br /> this Plan. <br /> Administrative Draft, Bernal Property Phase II Specific Plan, October 25, 2005 Page 19 <br />
