A program of implementation measures including regulations, programs, public <br /> works projects, andfinancing measures necessary to carry out the above items." <br /> RELATIONSHIP OF THE SPECIFIC PLAN TO THE GENERAL PLAN <br /> The Pleasanton General Plan, together with the two-phased Bernal Property Specific Plans, <br /> provide the framework for guiding future land use development and public infrastructure within <br /> the greater 5l6-acre Planning Area. The Specific Plans serve as an extension ofthe General Plan <br /> and are to be used as both policy and regulatory documents as detailed proposals for the Bernal <br /> Property are developed over time. The Specific Plans are to be used as guides for developing <br /> project plans, and projects are to be evaluated by the City for consistency with them. Specific <br /> Plan policies will take precedence over more general policies applied elsewhere by the City. <br /> The relationship between the objectives, policies and guidelines used in both Specific Plans are <br /> described as follows: <br /> Objective: An objective is a specific end condition that, when attained, helps to achieve <br /> the desired or ideal end-state. There may be several objectives providing intermediate <br /> steps towards achieving these ideal conditions. <br /> Policy: A policy is a specific statement that is used to guide decision-making. It <br /> represents a clear commitment and direction of the Plan. <br /> Guideline: A guideline is a recommended approach or strategy to ensure compliance <br /> with a policy. Guidelines are intended to be discretionary in their application. <br /> RELATIONSHIP OF THE SPECIFIC PLAN TO THE BERNAL COMMUNITY PARK <br /> MASTER PLAN <br /> The Bernal Community Park Master Plan is the result of efforts conducted through the Bernal <br /> Community Park Task Force, the Bernal Design Competition; and substantial input from the City <br /> Council and commissions, community members, and City staff and consultants. The Master Plan <br /> is undergoing formal plan review concurrent with the Bernal Property Phase II Specific Plan and <br /> Environmental Impact Report. <br /> The Master Plan provides conceptual guidance for the development of a series of sports fields to <br /> be situated on approximately 50 acres ofland in the easternmost portion of the Phase II Specific <br /> Plan area. The Master Plan is intended to coordinate the site planning and phasing of the future <br /> Community Park. It is further intended to be flexible and subject to change over time.
