<br /> RELATIONSHIP OF THE SPECIFIC PLAN TO ZONING <br /> Development projects proposed within the Phase II Plan Area are to receive PUD development <br /> plan approval on a project-by-project basis prior to construction. The PUD process will establish <br /> the regulations for land use, site planning and, architectural and landscape design, as wen as for <br /> infrastructure. PUD plans are subject to the voter referendum process. <br /> The PUD process establishes the City's zoning for the Property and PUD plans are to be <br /> consistent with and implement the policy framework of the Bernal Specific Plan. Other land use <br /> regulatory processes (e.g., development agreements, tentative subdivision maps, conditional use <br /> permits, etc.) must also be consistent with the Specific Plan. <br /> RELATIONSHIP OF THE SPECIFIC PLAN TO THE CALIFORNIA <br /> ENVIRONMENTAL QUALITY ACT <br /> The Phase I Specific Plan was prepared in conjunction with the provisions of a Project <br /> Environmental Impact Report (EIR) as set forth under the State of California Environmental <br /> Quality Act (CEQA) Guidelines. The EIR addressed anticipated actions at a level of detail <br /> sufficient to identitY impacts and propose corresponding mitigation measures. Along with <br /> evaluating the Phase I environmental impacts, the EIR evaluated and recommended mitigations <br /> for some potential Phase II impacts. <br /> In addition to the Phase I Specific Plan EIR, a second EIR had previously been certified by <br /> Alameda County in 1995 prior to annexation of the site to Pleasanton. At that time, the previous <br /> owner, the San Francisco Water Department, was proposing a mixed-use development project for <br /> the entire Bernal Property. A third Draft EIR was also prepared by the City of Pleasant on for a <br /> then proposed forced annexation of the Bernal Property that was being considered by Pleasanton <br /> in 1995, but was never pursued. <br /> The Phase II Specific Plan, as well as the Bernal Community Park Master Plan located within the <br /> Phase II Specific Plan Area, were evaluated by a fourth EIR in 2006. This EIR addressed the <br /> anticipated actions for the 318-acre Phase II Area in much greater detail than was available for <br /> evaluation at the time of the previous EIRs. <br /> SPECIFIC PLAN ORGANIZATION <br /> This Specific Plan document is organized into eight chapters and an "Appendices" as follows: <br /> I.
