<br /> Phase II Planning Area under ownership by the City of Pleasant on, and to prohibit the <br /> construction of housing within the 318-acre Phase II Area. The Draft Phase II Plan was then <br /> referred to the City Council for preliminary review prior to initiation ofthe formal public hearing <br /> process. <br /> The Council then conducted six public workshop meetings in 2003. At the sixth workshop, the <br /> Council decided to sponsor a national design competition for the Phase II Planning Area prior to <br /> completing its input on the original Draft Phase II Specific Plan. The design competition was <br /> held between March and August 2004. M.D. Fotheringham, Landscape Architects (MDF) was <br /> ultimately chosen as the winning design firm by the Council on August 31, 2004, and soon after <br /> became the City's design consultant to assist in updating the Draft Phase II Specific Plan. <br /> Also in August 2004, the City Council approved a second citizen's initiative known as the <br /> "Initiative to Save Our Community Park." Its purpose was to ensure that the City move fOIWard <br /> in a expeditious manner to plan and develop the "30 to 50- acre" Bernal Community Park in the <br /> eastern portion of the Phase II Specific Plan Area, and that the City not approve any uses in the <br /> vicinity of the Park that might potentially be incompatible with park uses. Following this, in <br /> November 2004, the citizens passed the "Bernal Property Right to Vote Initiative" (Measure X) <br /> that mandates that the Bernal Property Phase II land use plan be subject to a vote of the citizens. <br /> The City staff and consultants then merged the MDF design competition concept plan with input <br /> provided by the Council, City commissions, Community Park Task Force, community and staff, <br /> along with the requirements the "Initiative to Save Our Community Park" (Appendix 2). The <br /> Draft Phase II Specific Plan update was the result of this effort. <br /> SPECIFIC PLAN LEGAL AUTHORITY <br /> Both Bernal Property Specific Plans were prepared in accordance with Sections 65450 <br /> through 65457 of the Califomia Government Code. The contents of the Specific Plans comply <br /> with Government Code Section 6545I(a), which states that a specific plan must include: <br /> "a text and diagram or diagrams which specify all of the following in detail: <br /> 0 the distribution, location, and extent of the uses of land, including open space, <br /> within the area covered by the plan. <br /> 0 The proposed distribution, location, extent, and intensity of major components of <br /> public and private transportation, sewage, water, drainage, solid waste disposal, <br /> energy, and other essential facilities proposed to be located within the area <br /> covered by the plan and needed to support the land uses described in the plan. <br /> 0 Standards and criteria by which development will proceed, and standards for <br /> conservation, development, and utilization of natural resources where applicable. <br /> Administrative Draft, Bernal Property Phase II Specific Plan, October 25, 2005 Page 3 <br />
