<br /> traffic service of LOS D or better, protecting valuable wildlife habitat areas, mitigating <br /> significant noise impacts, etc. <br /> Phase I Specific Plan <br /> The Phase I Bernal Property Specific Plan was prepared through the combined efforts of the City <br /> Council and staff, San Francisco Water District (former Property owner), and Greenbriar Homes <br /> (Property owner after the San Francisco Water District). The Phase I Plan pertains mostly to the <br /> I 98-acre private development area of the Property, but it also provides conceptual policy <br /> guidance for the remaining 3 18-acre Phase II area. The Phase I Plan was adopted by the Council <br /> in August 2000 and, with the exception of the commercial/office area, is nearing buildout of <br /> construction. A key aspect of the Phase I Plan is that it resulted in the dedication of 318-acres of <br /> the Bernal Property to the City by the developer for public use. <br /> Phase II Specific Plan <br /> Work on the Phase II Bernal Property Specific Plan began in December 2000 with the Council <br /> appointment of an 18-member Bernal Property Task Force. Following a series of public <br /> meetings, the Task Force completed its work on the original "Draft Bernal Property Phase II <br /> Specific Plan," dated May 13, 2002. This draft was then the subject of a series of Council <br /> workshop meetings in 2003 that were subsequently followed by the Bernal Design Competition <br /> in 2004. During the past year, City staff and consultants, with direction from the Council, have <br /> merged various elements of the original Draft Plan, the winning Bernal Design Competition plan, <br /> City commission input, and substantial community input into the updated "Preliminary Draft <br /> Bernal Property Phase II Specific Plan," dated October 25,2005. <br /> The Draft Phase II Specific Plan is scheduled to be processed in conjunction with, and at the <br /> same meetings as, the Draft Bernal Community Park Master Plan (discussed below) and the <br /> Bernal EIR (also discussed below). It is anticipated that this review process will be completed in <br /> May 2006, in time to include the Bernal land use plan on the November 2006 ballot for <br /> consideration of ratification by the citizens. <br /> Bernal Community Park Master Plan <br /> Also in the year 2000, the Council initiated planning for a "30-50-acre" community park within <br /> the Phase II Specific Plan area. Due to the significant acreage involved and the range of <br /> recreational facilities anticipated, it was assumed that development of the Park would occur over <br /> time and in phases. It was, therefore, considered prudent to create a master plan that would <br /> preliminarily determine the desired future recreational facility needs and locate them in a well <br /> organized and phased scheme, while maintaining flexibility to allow for future changes to meet <br /> the community needs over time. <br /> SR 05:301 <br /> Page 3 <br />
