<br /> Background information regarding the Draft Specific Plan and <br /> recommendations relating to process and schedule are outlined in the <br /> following report for consideration. <br /> Honorable Mayor and Members of the City Council: <br /> BACKGROUND <br /> At its meeting of June 21, 2005, the Council approved the "Option 1" Preferred Plan for the <br /> 318-acre City-owned Phase II portion of the Bernal Property. This plan option was then used by <br /> City staff and consultants as the basis for updating both the May 13, 2002 Draft Phase II Specific <br /> Plan document prepared by the Bernal Property Task Force, as well as the Draft Bernal <br /> Community Park Master Plan prepared by the Bernal Community Park Task Force. The <br /> Preliminary Draft Phase II Specific Plan document (Attachment 2) was recently completed and <br /> reviewed for completeness by City staff prior to forwarding the Plan to Council for further <br /> direction at the upcoming meeting. In addition, a consultant contract with M. D. Fotheringham, <br /> Landscape Architects, to undertake the Draft Community Park Master Plan update is scheduled <br /> for Council consideration at the upcoming meeting under a separate agenda item. Finally, the <br /> Draft EIR for the Bernal Property is being prepared by City staff and consultants and is <br /> scheduled for completion in mid-January 2006. Current plans call for the Draft Phase II Specific <br /> Plan, Community Park Master Plan, and ErR to be processed concurrently through the formal <br /> public review process. This is scheduled to begin in January 2006, as outlined later in this report. <br /> BERNAL PLANNING PROCESS OVERVIEW <br /> Planning for the total combined 516-acre Bernal Property has been an on-going process for many <br /> years. For a variety of reasons, it has also become a somewhat complicated process. A summary <br /> of the various components of the planning process is outlined below to help simplifY and make <br /> the process easier to understand. <br /> General Plan <br /> The Pleasanton General Plan provides only limited site-specific guidance for the Bernal Property. <br /> Other than designating a community park for the Phase II area, the General Plan intentionally <br /> defers the more detailed planning to be completed through the specific plan process (see General <br /> Plan pages II-21 and II-37). The General Plan Map, for example, does not designate site-specific <br /> land use locations as it otherwise does for most other areas of the City, but instead it provides for <br /> a range of potential uses. Numerous General Plan policies of a more citywide nature, however, <br /> do apply to the Bernal Property, similar as the rest of the City, such as maintaining a level of <br /> SR 05:301 <br /> Page 2 <br />
