<br /> The Bernal Community Park Master Plan Task Force was appointed by the Council to oversee <br /> preparation of the Master Plan. Over the course of four years, the Task Force prepared three <br /> different master plan concepts, the most recent of which was merged into the "Option 1" <br /> Preferred Plan that the Council supported at its June 21, 2005 meeting. The Master Plan <br /> document, including text and the "Option I" Preferred Plan concept, remains to be completed by <br /> staff and consultants for review by the City commissions and Council. <br /> Consideration of a contract with M. D. Fotheringham, Landscape Architects (MDF), to assist in <br /> preparing the Plan is scheduled for the November 1,2005 Council meeting under a separate <br /> agenda item. <br /> In a related Master Plan matter, the Council approved the "Initiative to Save Our Community <br /> Park" (Attachment I) in 2004. The Initiative pertains directly to the Community Park Master <br /> Plan in a variety of ways as outlined below: <br /> A. The 30-50-acre Community Park described in Parks Policy 3 (of the Bernal <br /> Property Phase 1 Specific Plan) shall be located within the area shown in the cross- <br /> hatched area on the map attached (see Attachment 1 of this stajJreport). That map <br /> is made a part ofthe Bernal Property (Phase 1) Specific Plan. <br /> B. The City shall approve no land uses that are incompatible with the use of the <br /> Community Park for lighted sports fields, outdoor amphitheatres, amplified sound, <br /> and other uses typically found in a large community park. <br /> C. The Citv shall adopt a master plan for the Communitv Park in order that <br /> compatibility of proposed nearby uses can be compared with real plans for the <br /> Community Park. <br /> D. Development of the first phase of the Community Park (baseball fields) shall be <br /> given the highest reasonable priority in development of the Bernal site. <br /> E. Nothing in this policy shall limit the discretion to locate additional park uses in <br /> areas outside the Community Park overlay district. <br /> Section C., above, was specifically included by the Initiative proponents to ensure that a park <br /> master plan is completed early enough to preclude the potential for future incompatible <br /> surrounding land uses. <br /> Bernal Community Park Phase One PUD <br /> Section D, above, stipulates that "development of the first phase of the Community Park be <br /> given the highest reasonable priority." In an effort to address this provision, the City <br /> prepared and approved PUD development plans earlier this year for Phase One of the <br /> Community Park, which includes three baseball fields.
