C( ) - Wi pLEASANTONo City Council Staff Report November 1,2005 Planning Department SUBJECT: Council Direction Regarding the processing of the Preliminary Draft Bernal Property Phase II Specific Plan prepared for the 318-acre City-owned portion of the Bernal Property located south of Bernal Avenue at Interstate 680. PURPOSE: To present the Preliminary Draft Phase II Specific Plan to the City Council and receive Council input regarding the potential need for modifications and direction for the formal public review process. STAFF RECOMMENDATION: That the Council take the following actions: 1. Provide input and direction to staff regarding potential modifications to the Preliminary Draft Specific Plan; and 2. Direct staff to proceed with the formal processing of the Draft Specific Plan concurrent with the Bernal Community Park Master Plan and the project EIR in accordance with the schedule outlined in this staffreport. SUMMARY: On June 21, 2005, the City Council provided direction to staff to proceed with updating: (1) the May 13,2002 Draft Bernal Property Phase II Specific Plan (prepared by the Bernal Property Task Force); and (2) the Draft Bernal Community Park Master Plan (prepared by the Bernal Community Park Task Force) consistent with the "Option 1" Bernal Property Preferred Plan. Since that time, the Draft Specific Plan has been preliminarily updated by City staff and consultants to reflect the various elements of the "Option 1" Preferred Plan. The Draft Specific Plan also incorporates considerable additional input provided by the community for the Bernal Property over the past five years. Staff would now like to present the Preliminary Draft Plan to the Council to receive input on the document, as well as to receive direction as to how to proceed with the formal public review process.
