This project, as estimated by district staff, addresses all student and <br /> staff occupied rooms for facilities throughout the district. <br /> . Installation of a security camera surveillance system for each of our 5 comprehensive <br /> secondary schools to aid in the capture of crimes in progress and as a deterrent of <br /> future illegal activity. The use and deployment of the camera system is intended for <br /> after-hours surveillance and to monitor potential criminal activity on school facilities. <br /> The system is integrated on a digital platform with a Web-based server which can be <br /> viewed by school staff and / or Police Department personnel. <br /> The use of surveillance systems are a proven and effective tool and public safety staff <br /> recognize deterrence is the strongest means to address unlawful criminal activity on <br /> isolated school sites outside of school hours. The deployment of the surveillance <br /> system will prove to decrease potential illicit illegal activity such as burglary, <br /> vandalism, and various narcotic activities. <br /> Deterring potential criminal activity meets the goal of improving site security. The <br /> operational use of the system does not serve to monitor the school population or <br /> routine activities, but only monitor facilities for the after hours protection of district <br /> assets. <br /> Both of the above listed items, totaling $636,350 directly support the upgrade of security <br /> infrastructure within the Pleasanton schools. <br /> FISCAL IMPACT <br /> The United States Department of Justice, Office of Justict; Programs and the office of <br /> Community Oriented Policing Services provides this funding to select municipal law <br /> enforcement agencies through a very competitive process. The associated match requirement of <br /> 50% totaling $318,000 will be reimbursed from the Pleasanton Unified School District. We <br /> recommend that the Council adopt a resolution authorizing the City Manager to fund these <br /> recommendations for the fiscal year 2005/2006 through the use of the COPS / SOS <br /> appropriation. <br /> tr~l <br /> TimothyP.
