<br /> local law enforcement organizations to support school site' security and general security <br /> infrastructure through partnerships between the local law enforcement entity and the school <br /> district. The Pleasanton Police Department through it's continued partnership with the <br /> Pleasanton Unified School District has been selected and awarded grant funding based on <br /> specific project information submitted to the COPS office. The award requires a fifty percent <br /> (50%) fund match, of which, the Pleasanton Unified School District will reimburse the City of <br /> Pleasanton as agreed to in the attachment. <br /> The SOS grant award gives the City of Pleasant on the opportunity to establish and enhance a <br /> variety of school safety equipment and/or programs to continue to improve school safety efforts. <br /> This SOS grant assists with the expenses of the proposed security measures. Examples of such <br /> security measures includes after hours security monitoring and the upgrade of locksets <br /> conducive to intruder drill protocol exercised throughout the district. The COPS office and the <br /> Department of Justice works with the Pleasanton Police Department, as the grantee, to ensure <br /> that these funds address the most pressing security needs of our young people while they are in <br /> school. <br /> This year, (FY05) Office of Justice Programs under the SOS grant distributed nearly $15 million <br /> to help schools in 187 jurisdictions, including Pleasanton, with high risk areas responding to <br /> growing safety concerns. Grantees are required to contribute a local match of 50 percent toward <br /> the total cost of the approved grant project. The match portion of the award totals $318,175 <br /> which represents fifty percent (50%) of the $636.350 project. <br /> The funds have been allocated to the City of Pleasanton Police Department based on specific <br /> project scope, cost and recognized need for the proposed security upgrades. The Council must <br /> hold a public hearing in this matter to authorize the allocation of the matching portion of the <br /> funds to accomplish the security projects at the various school sites. Through agreement between <br /> the City of Pleasanton and the Pleasanton Unified School District, the reimbursement of the fund <br /> match ($318,000) will be facilitated upon completion of the projects. <br /> RECOMMENDED EXPENDITURES <br /> In partnership, the City of Pleasant on and the Pleasanton Unified School District have studied <br /> the feasibility and forwarded two project recommendations that were authorized through the <br /> grant award. The Secure Our School Grant had awarded funding to aid in implementing the two <br /> listed projects. <br /> . Re-keying classroom doors so tl).ey lock from the inside during a lock down involving <br /> an active shooter, intruder or other emergency. Currently teachers and site staff have <br /> to open doors, exit their classrooms and lock them from the outside. <br /> Improving site security can be realized with the implementation of enhanced locking <br /> mechanisms that make for ease of use without the affected staff member needing to <br /> leave the security of the room.
