<br />PUBLIC NOTICE <br />Staff sent notices of the Planning Commission's public hearing on this item to all prop- <br />erty owners and residents located within 1,000-feet of the subject property on July 14, <br />2005. At the writing of this staff report, staff has received no public comment. <br />ENVIRONMENTAL ASSESSMENT <br />Projects of this nature are categorically exempt from the requirements of the California <br />Environmental Quality Act (CEQA) Section 15301(a). Therefore, no environmental <br />document accompanies this report. <br />CONCLUSION <br />The project meets all required setbacks, height and open space requirements, and at <br />28.5%, the total proposed floor area ratio is low, In addition, due to the location of exist- <br />ing trees and future trees to be planted, the four-foot grade elevation from the Diaz' to the <br />Croftons' property, and that the only second-story window proposed is a transom window <br />six feet up from the floor foundation, staff believes the privacy impacts to the Crofton <br />property will be minimal. Staff therefore believes the Zoning Administrator approval <br />should be upheld. <br />STAFF RECOMMENDATION <br />Staffrecommends that the Planning Commission take the following actions: <br />I.
