<br /> Emergency Response Management Network <br /> Data Sharing Agreement <br />This Data Sharing Agreement defines the policies and practices for the common <br />use of data owned and maintained by the participating agencies for the <br />management of public safety response activities during both emergencies and <br />non-emergency operations. The Participants and the software that facilitates the <br />data sharing will be known as the Emergency Response Management Network <br />(ERMN). <br />ERMN will enable public safety agencies to simultaneously share and display <br />information so that there is a common operational picture of emergency <br />situations. <br />The Governor's Office of Emergency Services (OES) and the California <br />Department of Transportation (CaITrans) are the founding Participants of ERMN <br />Project, which is funded by the Federal Department of Homeland Security. OES <br />is the Managing Participant of ERMN. This agreement is between OES and the <br />individual participants who enter into this agreement. <br />1. Purpose <br />The Participants who sign this Agreement agree to share specific and selected <br />data, among any and all Participants, for the operations of ERMN. <br />2. Definitions <br />For this Agreement, the following terms are defined as: <br />a) Agreement - This Data Sharing Agreement <br />b) Authorized Agent - A designated representative of a Participant who is <br />authorized to participate in the governance and operation of ERMN, and to <br />commit their agency's resources to ERMN. <br />c) CalTrans - California Department of Transportation, a founding Participant <br />of ERMN <br />d) COP - Common Operational Picture software that allows the Participants <br />to integrate and render their own and shared data in a manner that <br />enables rapid visual assimilation of information to support decision makers <br />in the participating agencies <br />e) Data - Any information controlled by a Participant that is shared through <br />the ERMN COP under the terms of this Agreement, including geospatial <br />data, metadata, and images....... <br /> July 5, 2005 <br />
