<br />Staff believes that construction of a detached restroom anywhere in Lions Wayside or <br />Delucchi Parks could be expedited and completed within six to twelve months. When the <br />Firehouse Arts Center is completed, restrooms there would augment a freestanding <br />restroom provided elsewhere within one of the two parks. <br />4. Main Street Green (Vervais Street): This location would be convenient to users of the <br />Arroyo del Valle trail and to businesses at the northerly end of Main Street. However, <br />since this site is located on the north side of the Arroyo del Valle bridge, it would be less <br />convenient to the majority of Downtown visitors. It may be desirable to provide a <br />restroom in this location in the future, but staff believes that the priority now is to provide <br />one which is more centrally located. <br />5. Historical Museum: As a public building, the restrooms within the Museum could be used <br />by the general public. The major advantage of this alternative is that the Museum facility <br />is centrally located with respect to the Downtown and is on Main Street. Thus, it would <br />be convenient for most visitors and customers of Downtown businesses. However, there <br />may be concern that public use of these restrooms would disrupt the Museum activities. <br />Furthermore, the restrooms would have to be upgraded to meet ADA standards, as would <br />access to the building. The restrooms themselves are small, containing only one toilet <br />each for men and women, and would not be able to accommodate a diaper changing <br />station as currently configured. Staff notes that the Museum Board has not yet had the <br />opportunity to comment on this option. <br />The PDA has suggested constructing a new detached public restroom on the Museum site <br />or the adjacent building site at 333 Division Street, which is also City-owned. However, <br />siting a detached restroom would be a major concern - placing it in front of the Museum <br />would have aesthetic/visual impacts, and locating it in the rear would impact parking. <br />There may be other options with regard to locating a restroom on one of these sites; <br />however, there are issues which would need to be resolved, and staff regards this as a <br />longer-term option. Ifthe Council is interested in pursing one ofthese locations, it could <br />request that staff further investigate and determine cost implications, but move forward in <br />the meantime with an another site where a restroom can be provided more quickly and <br />easily. <br />6. Veterans Plaza: This location is centrally located with respect to the commercial area on <br />the west side of Main Street. However, Veterans Plaza is located on the residential side of <br />Peters Avenue, with residences backing up to the park, so siting a public restroom in this <br />location would be a sensitive issue. It would be important to give careful consideration to <br />possible impacts on those homes, such as noise, security, maintenance, lighting, etc. <br />Furthermore, the buildings on the east side of Peters Avenue opposite the park are <br />designated for office uses, which typically have less draw than retail.
