<br />the Downtown commercial district has limited pedestrian traffic, a restroom in Veterans <br />Plaza might not be as heavily used as other sites noted above. <br />7. Civic Park: Located at the south end of Main Street, there would be sufficient space to <br />construct a restroom on the site. However, this location would be less convenient to <br />pedestrians than some of the other sites. In the long term, it may be appropriate to <br />consider restrooms here and at Main Street Green, but only after one or two facilities are <br />constructed in more central locations, such as Delucchi or Lions Wayside Parks or at the <br />Museum/333 Division Street building. <br />CONCLUSION <br />The above discussion presents seven options for providing public restrooms in the Downtown. <br />The PDA and City staff agree that restroom facilities should be expedited, and this is a major <br />factor in staffs analysis. The architects for the Firehouse Arts Center, ELS, have indicated a <br />willingness to design a public restroom as a change order to its existing contract. Staff suggests <br />that the Council select a preferred location and direct staff to work with ELS on potential design <br />options for the actual structure. Staff would return to the Council quickly with potential design <br />options and, if approved, take it to the Planning Commission for design review approval. A <br />change order would then be initiated with the architect to expedite preparation of construction <br />documents and formal bidding. <br />Staff recommends that the southwest comer of Delucchi Park near W. Angela Street be selected <br />as the appropriate site for a public restroom facility since it is consistent with the Master Plan for <br />the Downtown Parks and Trails System and the Downtown Specific Plan, since it is the first <br />priority of the PDA, and since it would be centrally located and accessible to Downtown visitors <br />and users of the Farmers Market. Furthermore, it is anticipated that the public restrooms within <br />the Firehouse Arts Center will be available much of the time in the near future to augment the <br />facility in Delucchi Park. <br />RECOMMENDATION <br />Staff recommends that the Council select Delucchi Park near W.
