<br />time frame (approximately 6-12 months) since there is a clear need for such facilities in the <br />Downtown. The following are several alternatives suggested by staff and/or the PDA: <br />1. Delucchi Park near W. Angela Street: This is the location shown in the Master Plan for <br />the Downtown Parks and Trails System and, by reference, in the Downtown Specific Plan. <br />In addition to serving users of Delucchi and Lions Wayside Parks and customers of <br />businesses in the southeastern part of Downtown, a restroom at this location would <br />accommodate customers and sellers at the weekly Farmers Market. There is a substantial <br />amount of pedestrian activity in this part of Downtown due to the proximity of shops and <br />restaurants, and a restroom at this location would likely be heavily used. This is the PDA's <br />and staffs preferred location. <br />2. Delucchi Park near Neal Street: This location would be equally accessible to users of <br />both Delucchi and Lions Wayside Parks, could be used by those attending the summer <br />Friday night Concerts in the Park, and would also be in relatively close proximity to the <br />Farmers Market. Furthermore, it would be centrally located with respect to the Main <br />Street commercial area and within convenient walking distance from Downtown <br />businesses. There may be safety concerns with children at Lions Wayside Park crossing <br />the street to use the restroom, particularly during Concerts in the Park; however, the <br />conceptual plans for these parks show that traffic would be restricted on Neal Street <br />between First Street and Railroad A venue during such events by placing removable <br />bollards at each end of this street segment. <br />3. Lions Wavside Park: A restroom at this location could be a freestanding building, either <br />near Neal Street or the proposed Firehouse Arts Center facility, or it could involve <br />providing exterior public access to the restrooms within the Firehouse. Either would be <br />convenient to concert-goers and would be centrally-located relative to businesses on Main <br />Street. However, both would be somewhat less convenient to users of the Farmers <br />Market, especially if located within the Firehouse building. <br />Providing direct access to the interior Firehouse restrooms is a consideration of the <br />Downtown Specific Plan: The Technical Appendix of the Specific Plan contains a <br />recommendation to "provide direct access to public restrooms in Fire Station No.1 from <br />outside the building to preclude having to open the entire building and, thereby, requiring <br />City staff to be present." Staff notes, however, that as currently designed, the conceptual <br />floor plan for the facility would not lend itself to providing such direct exterior access. <br />Furthermore, the Firehouse facility would be open to the public during its hours of <br />operation, which would be during the days and many evening hours, so that people could <br />enter the building to use the restrooms during much of the day. The PDA supports this <br />alternative but is concerned since the Firehouse project is not expected to be completed for <br />two years. <br />SR 05:101 <br />Page 2 of5 <br />
