A neighbor of the Suttons, Beverly McWilliams, has appealed the Planning <br />Commission's approval. <br />In an effort to resolve the appeal in a manner acceptable to both the daycare operator and the <br />neighbors, staff conducted a neighborhood facilitation process. Staff first met with Mr. and Mrs. <br />Sutton and Ms. McWilliams on September 15th. The objective of the meeting was to discuss the <br />process and identifY the main issues with the proposed large family daycare. The ultimate goal <br />was to create a plan for a solution acceptable to all. The main issues identified were traffic and <br />safety, and all parties agreed that the process would continue with a meeting the following week. <br />The participants would consider potential solutions to the issues, including a reduced number of <br />children in the daycare which the applicants could include as their proposal. It was also agreed <br />that they could each bring 2-3 supporters. <br />The Suttons, Ms. McWilliams, and three other neighbors attended the second meeting on <br />September nnd. The objective was to come to an agreement prior to the October 4th Council <br />meeting. A process for clear and civil communication was outlined, and all participants agreed <br />to the ground rules. Suggestions were offered to mitigate and monitor traffic. Operational <br />conditions were discussed and generally agreed to which would place the burden of traffic safety <br />and respect for the neighbors on the operator and the daycare parents. Staff also offered to refer <br />the issue of general neighborhood traffic safety to the City's Traffic Committee. After lengthy <br />discussion, a proposal was made to reduce the number of children to twelve with no more than <br />ten cars. The neighbors were agreeable to this. However, the Suttons were not willing to reduce <br />their request, citing economic reasons to be allowed fourteen children due to the cost of hiring <br />an additional employee. <br />While the overall goal of creating a solution regarding the number of children and cars was not <br />met, there was a positive effort made by everyone to communicate and to work together to <br />maintain good relations in the neighborhood. The Suttons demonstrated their efforts in working <br />with the daycare parents to address neighborhood traffic concerns, and the neighbors were <br />willing to accept the daycare if the number of cars could be reduced. Unfortunately, there was <br />not agreement on the key issue, so the appeal will go forward to the Council. <br />Please refer to the attached Planning Commission staffreport, dated May 25, 2005, for <br />additional background information. <br />PROJECT DESCRIPTION <br />The applicant requests approval to enlarge an existing small family home daycare licensed for <br />up to eight children to a large family home daycare licensed for up to fourteen children. The <br />daycare facility occupies approximately 811 square feet of the first floor of the applicant's home <br />and includes the entry, the family room, a bedroom, and a bathroom. The outdoor areas <br />accessible to the children include 2,809 square feet of grass and pea gravel play area in the front <br />of the house, 525 square feet of grass play area at the side of the house, and 420 square feet of <br />SR:05 :220 Page 3 <br />
