Please refer to "Exhibit A," the attached site and <br />floor plans. <br />The proposed hours of operation are from 7:30 am to 5:30 pm, Monday through Friday. Most <br />children will be dropped off in the morning between 7:30 and 8:30 am and will be picked up <br />between 4:30 and 5 :30 pm. The applicant proposes three hours of outdoor time (weather <br />permitting) during the lO-hour working day. As required by State law, the applicant will retain <br />another employee to assist with childcare to meet the increased need. <br />The site is zoned single-family residential (R-I-6,500). Large family daycare homes are a <br />conditionally permitted use in this District; therefore no rezoning or other land use modification <br />to the property is necessary to allow the proposed project. <br />PLANNING COMMISSION ACTION <br />The project was reviewed by the Planning Commission at its meeting of May 25, 2005. <br />Detailed information on this meeting is provided in the attached excerpt of the Planning <br />Commission minutes. Several members of the public spoke at the hearing. Several neighbors <br />expressed concerns regarding issues of increased traffic, speed, double-parking, safety, noise, <br />and decreased property values. Two existing clients of the daycare spoke in favor of the <br />expansion and stressed that the daycare is well run and the property is kept in an immaculate <br />condition. After the public hearing was closed, Commissioners discussed possible mitigation <br />measures to address traffic impacts. A motion was made to approve the application as <br />conditioned by staff with the following modifications: <br />1. A meeting between the appropriate City representative, the neighbors, and the applicants <br />shall be held every 45 days of the first year of operation to discuss traffic, parking, and <br />noise issues; and <br />2. The neighbors and the Suttons shall be encouraged to work together regarding the <br />number of children in the daycare. <br />The motion resulted in a 3-2 vote approving the application as motioned. <br />DISCUSSION <br />General Plan/Lel!:allssues <br />A policy in the City's General Plan Public Facilities Element is to promote human services for <br />people of all ages to those Pleasanton residents who are in need of assistance. This includes a <br />program (16.2) to work with local, County, State, and Federal agencies to promote and support <br />human services for people of all ages, including childcare services.
