<br /> 2. No speeding <br /> 3. No parking in neighbor's driveways <br /> 4. Be respectful of neighborhood. <br />C. Parking Requirements: Parking spaces, including both off-street and on-street, shall <br />be available for the actual parking demand created by the use, including the applicant's <br />own vehicles, those of employees, and those of persons delivering and picking up chil- <br />dren. On-street parking is available for the use if such spaces are within a reasonable <br />distance of the home and can be reached safely from the home by children. <br />. Staff has determined that a total of ten (10) parking spaces are available for <br /> staff/residential use and for pick-up and drop-off. These spaces include two (2) in the <br /> garage, four (4) in the driveway, and four (4) on-street parking spaces in front of the <br /> property. Therefore adequate parking is available. <br />D. Noise Control: Large family daycare homes shall not create noise levels in excess of <br />those allowed in single-family residential areas in the noise element of the general plan <br />or in excess of those allowed in residential property by chapter 9.04 of this code. The <br />zoning administrator may impose reasonable limits on the hours of operation of the large <br />family daycare home in order to ensure that these limits are met. <br />. The noise ordinance allows any noise in residential areas which does not produce a <br /> noise level exceeding seventy (70) dBA at a distance of twenty five feet (25') under its <br /> most noisy condition between the hours of eight o'clock (8:00) A.M. and eight o'clock <br /> (8:00) P.M. daily (P.M.C.99.04.070). <br />. Staff conducted a noise reading of the subject site daycare in March, 2005. At the <br /> time of the reading, six children were playing in the front yard. The reading peaked at <br /> 60dBA at the property line, an approximate distance of five feet. It is unlikely that the <br /> addition of six more children would increase the sound reading by lOdBA at a dis- <br /> tance of 25 feet. <br />. The subject site is located in a large lot neighborhood and backs up to a city park, <br /> thereby greatly reducing the number of potentially affected neighbors. <br />. Neighbors have expressed noise concerns. Staff has added a condition of approval <br /> that no outside play will be allowed before 9:00 am. <br />E. Fire Code Requirements: Large family daycare homes shall meet all regulations of <br />the state fire marshal adopted as part of the California Administrative Code and relating <br />specifically to large family daycare homes, (Ord 1126 S 9, 1984; Prior Code S 2- <br />11.20(c)) <br />. Large family daycare use is considered as a residential use for the purposes of review <br /> in the building and fire codes.
