<br />PUBLIC NOTICE <br />Staff sent notices of the Planning Commission's public hearing on this item to all prop- <br />erty owners and residents located within 1,000-feet of the subject property. Staff received <br />several phone calls and emails from six neighboring households that expressed opposi- <br />tion to the project. <br />PUBLIC COMMENT <br />In response to the public notice, members of six households on Paseo Navarro expressed <br />concern over the application for a large family daycare home. Their concerns can be <br />grouped into three main categories: increased traffic, parking & safety issues, noise, and <br />aesthetics & decreased property values. One neighbor wrote staff to express support for <br />the project. See Exhibit D, attached public comments. <br />FINDINGS <br />The Planning Commission needs to make the following use permit findings prior to ap- <br />proving a large family daycare home. These findings must relate to the specific proposal <br />being made. <br />1. The location of the proposed conditional use is in accordance with the objectives of <br /> the zoning ordinance and the purpose of the district in which the site is located. <br /> The subject site is located in the R-I-6500 Single Family Residential District. Large <br /> family daycare homes are a conditionally permitted use in the R-l District and are <br /> considered by the California Health and Safety Code as an accessory use to residen- <br /> tially zoned and occupied properties. This finding can therefore be made. <br />2. The proposed location of the conditional use and the conditions under which the <br /> conditional uses would be operated or maintained will not be detrimental to the <br /> public health, safety, or welfare, or materially injurious to the properties or im- <br /> provements in the vicinity. <br /> Based on the comments for other agencies, neighbors, as well as the Division of City <br /> Traffic Engineering, it is found that the operation of a large family daycare home in <br /> this single-family residential area is appropriate. The proposed large family daycare <br /> home is consistent with the purpose and objects of single-family residential areas <br /> when the site design enables proper parking and circulation. This finding can there- <br /> fore be made. <br />3. The proposed conditional use will comply with each of the applicable provisions of <br /> Chapter 18.124 of the Pleasanton Municipal Code. <br /> The proposed conditional use will comply with all applicable sections of Chapter <br /> 18.124 of the Pleasanton Municipal Code and meets all applicable standards.
