<br />The proposed hours of operation are from 7:30 am to 5:30 pm, Monday through Friday. <br />Most children will be dropped off in the morning between 7:30 and 8:30 am and will be <br />picked up between 4:30 and 5:30 pm. The applicant proposes three hours of outdoor time <br />(weather permitting) during the lO-hour working day. The applicant will retain another <br />employee to assist with childcare to meet the increased need. <br />ANALYSIS <br />Large family day care homes are required to meet five standards in accordance with Sec- <br />tion 18.124.240 of the Pleasanton Municipal Code. The five standards follow along with <br />a brief discussion on each standard as related to this project. <br />A. Spacing: No large family day care home shall be approved if the site of the proposed use <br />is located within three hundred feet (300') of the exterior boundary of another large family day <br />care home or nursery school. unless the Zoning Administrator makes the specific finding that the <br />concentration of such uses will not adversely affect the neighborhood in which it is located due <br />to the cumulative increase in noise, traffic and/or parking requirements, <br />. Staff has verified that the proposed facility is not within 300 feet of another large fam- <br /> ily daycare or nursery school, therefore the spacing requirement is satisfied. <br />B. Traffic Control: Large family day care homes shall not create any traffic hazard. The <br />Zoning Administrator may prescribe such conditions as may be reasonably required to <br />ensure the safety of all affected by the proposed use, including requiring traffic-control <br />measures reasonably required to avoid any identified adverse effect, <br />. The Pleasanton Division of Traffic Engineering classifies Paseo Navarro as having a <br /> level of service (LOS) A. LOS A describes residential conditions where the typical <br /> traffic volume is under 300 vehicles per day with only 30 vehicles during the peak <br /> travel hour. The Division of Traffic Engineering reviewed the proposed project and <br /> determined the addition of six to eight more vehicle trips during the peak travel hour <br /> would have no impact on the LOS for Paseo Navarro. No additional traffic mitigation <br /> is therefore required. <br />. On April 6, 2005 from 7:45 am to 8:30 am, staff conducted a 'traffic study' in front of <br /> the subject site on Pas eo Navarro. Two cars arrived at 7:51 am, dropping off their <br /> children at the applicant's daycare. Another car arrived at 7:56 am. All three cars <br /> pulled in front of the applicant's home and parked in the right direction. During the <br /> next half hour, no other cars stopped at the applicant's home. Few cars passed down <br /> the street at all during the 45-minute traffic study. All cars that did pass by, including <br /> those stopping at the applicant's daycare were not speeding or driving recklessly. <br />. In consideration of the concerns expressed by the surrounding neighbors, staff has <br /> conditioned the project to require that the applicant prepare flyers for, and distributed <br /> to, her clients stating: <br /> 1.
