60. <br /> <br />Water Quality. Property Owner shall prepare the following detailed plans for <br />implementation during grading, construction, and operation of Project in order to protect <br />the quality of surface water and groundwater resources to the extent feasible: <br /> <br />(a) <br /> <br />Prior to approval of grading permits, Property Owner shall prepare, for City <br />review and approval, mt erosion/sedimentation control program that conforms to <br />design guidelines of the Pleasanton Grading Ordinance, the Association of Bay <br />Area Govenunents Manual of Standards for Erosion and Sediment Control <br />Measures, and Water Quality Control Board Erosion and Sediment Control Field <br />Manual. This program shall also meet all requirements of National Pollutant <br />Discharge Elimination System (NPDES) program with respect to <br />construction-related pollutant discharges. The program shall include an annual <br />update process during the period of Project grading work to incorporate current or <br />changed site conditions. <br /> <br />(b) <br /> <br />Prior to approval of final maps for residential, or commemial development, <br />Property Owner shall prepare for City review and approval a non-pnint source <br />water quality management program that conforms to best management practices <br />as specified in City's Clean Water Program for Urban Runoff and satisfies <br />requirements ofNPDES pem~its. This program may include: <br /> <br />(i) <br /> <br />Use of on-site stormwater detention ponds for settling and filtration of <br />pollutants. <br /> <br />(ii) <br /> <br />Interception of urban rtmoff through grassy swales, landscape areas, catch <br />basins, or other natural areas prior to release into downstream storm <br />drainage channels. <br /> <br />61. <br /> <br />62. <br /> <br />J. Schools <br /> <br />School Fees. Property Owner shall pay school impact fees to the Pleasanton Unified <br />School District at the same rate as other properties in Pleasanton or as agreed by Property <br />Owner and the Pleasamon Unified School District. <br /> <br />Safe Walking Routes. Property Owner shall provide safe routes for school children <br />throughout the Project to both the elementary school site and the PUSD middle school. <br />Project streets shall be augmented by an interim, aU-weather sur~hce path extending from <br />the Valley Avenue-Street A intersection northerly to Bernai Avenue.
