58, <br /> <br />59. <br /> <br />(ii) <br /> <br />A maintenance plan, subject to review and approval of the City Engineer, <br />shall be prepared for the detention ponds and shall include details <br />regarding de-silting and long-term maintenance. Access for maintenance <br />vehicles to the detention ponds shall be provided on a surface approved by <br />the City Engineer. The maintenance plan shall be approved prior to <br />approval of the first final map and improvement plan which include a <br />detention basin. <br /> <br />(iii) The City will maintain these detention basins. <br /> <br />Storm drain system outfalls imo the B-2-1 channel shall be designed according to <br />Zone 7 standard design criteria included in the Alameda County Flood Control <br />and Water Conservation District Hydrology and Hydraulics Criteria Summary. <br /> <br />Stormwater drainage system improvements as shown in Exhibits I 1-14 may be <br />phased in over time as the Project develops. Interim facilities may be constructed <br />provided that all improvements required to detain post-development runoff for a <br />project phase and as necessary to convey stormwater flows across the Project area <br />shall be installed and operational commensurate with development of that phase. <br /> <br />(i) <br /> <br />Any storm drainage system improvements necessary to convey storm <br />drainage on properties east of the Eastern Area (off-site) shall be <br />completed by others. <br /> <br />(ii) <br /> <br />All storm drain inlet shall be labeled with wording "No Dumping - Drains <br />to Bay" using City-approved methods and materials. <br /> <br />Payment of Zone 7 Drainage Fees. Property Owner shall pay any applicable Zone 7 <br />Storm Drainage Fees. Such fees shall be paid at time of approval of any Final Map, or as <br />required by Zone 7 ordinance. Property Owner may obtain fee credits or compensation <br />lbr any land dedications or other improvements, consistent with Zone 7's <br />SDA 7-1 Assessment District reimbursement program, <br /> <br />Additional Flooding Protection. If regional flood control improvements are not <br />finalized for the Arroyo de la Laguna by Zone 7 and/or other responsible agencies prior to <br />approval of the first grading permit within the Western Area, Property Owner shall have <br />the option to pmtent on-site development in the Western Area from floods in excess of <br />the FEMA 100-year storm event by constructing berms or levees, or by raising building <br />pad elevations in th/s area. <br /> <br />(a) <br /> <br />Design for such flood control protection measures shall be reviewed and approved <br />by the Planning Director and Director of Public Works prior to approval of a <br />grading permit for such construction. <br /> <br />Conditions of Approval Page 33 of 49 Revised August 2I, 2000 <br /> <br /> <br />
