43. <br /> <br />Similar avoidance of any anlmral resource sites that may be discovered during <br />future monitoring or survey activities should be attempted. If avoidance <br />alternatives would materially affect development of the Property as set forth in the <br />development plan such that known or newly discovered sites cannot reasonably be <br />avoided, Property Owner shall prepare a Resource Recovery Plan meeting <br />appropriate professional, City and State standards. <br /> <br />(c) <br /> <br />The Resource Recovery Plan shall be designed and implemented to gather <br />sufficient quantity and diversity of data types at identified sites, on.or set aside a <br />sufficient portion of each site for potential later investigation, to consider the loss <br />less than significant. No land disturbing activities shall be permitted until the <br />Resource Recovery Plan is prepared and accepted by the City. Similarly, no land <br />disturbing activities may be undertaken on the portion oftha site set aside for later <br />investigation until that investigation has taken place. <br /> <br />(i) <br /> <br />Should human remains or burial site be discovered, Property Owner shall <br />consult with City and tribal representatives to determine the appropriate <br />disposition of findings. <br /> <br />(ii) <br /> <br />Property Owner shall document any archaeological findings at the site in a <br />report meeting professional standards, and file the report with appropriate <br />State and City offices. <br /> <br />Monitoring. In those portions of the Project where surface indicators or previous <br />investigations suggest that cultural resources may be present, a qualified archaeologist <br />shall be present during grading and site preparation activities. If cultaral resources are <br />uncovered, land disturbing activities will be discontinued within a 35-foot radius until the <br />discovery can be evaluated by t/he monitoring archaeologist and appropriate mitigations <br />can be determined. <br /> <br />44. <br /> <br />G. Traffic/Circulation <br /> <br />On-Site Circulation. In developing the Project, major Project streets shall generally <br />follow the alignment shown on Exhibit 2, Master Site Plan - Alternative A (or Exhibit 3_~ <br />or 4 depending on final site plan). The Master Vesting Tentative Map may establish <br />revised street alignments as necessary to accommodate site-specifie traffic requirements. <br />All streets shall conform to the Transportation Element policies of the Specific Plan, <br />particularly Policies 2, 3, and 4. <br /> <br />(a) <br /> <br />Project streets shall be constructed in accordance with the street sections shown in <br />this PUD Development Plan except as modified herein. <br /> <br />Co,ditions of Approval Page 23 of 49 Revised August 21, 2000 <br /> <br /> <br />
