40. <br /> <br />(b) <br /> <br />Graded slopes shall be re-vegetated as soon as practicable to prevent or minimize <br />erosion; hydro-seeding shall be accomplished before September 15, and irrigated <br />with a temporary irrigation system to ensure vegetation is established prior to <br />October 15. The method of irrigation (water track, temporary irrigation system, <br />etc.) shall be approved by the City Engineer. <br /> <br />(c) <br /> <br />Surface drainage systems shall direct drainage away from cut-and-fill slopes and, <br />to the extent practicable, into planned retention/detention basins located on-site. <br /> <br />(d) <br /> <br />New contours shall be designed to naturally blend into existing contours. Grading <br />for proposed soundberms along 1-680 should result in naturally appearing <br />land forms. <br /> <br />Construction Management. All grading activities shall be completed under supervision <br />of the Project soils engineer, Project engineering geologist, or Project civil engineer, who <br />shall, upon completion, submit a declaration to the Director of Public Works that all work <br />was done in accordance with recommendations contained in all required pre-grading <br />reports as described in Condition 38 above. Additionally, the following on-site practices <br />shall be conducted during all grading activities: <br /> <br />(a) <br /> <br />Comprehensive traffic contrul measures shall be implemented, including <br />scheduling of major truck trips, and deliveries shall avoid peak travel hours and <br />shall not conflict with major events at the Alameda County Fairgrounds (the <br />County Fair, Good Guys Conference, and Scottish Games), and proper lane <br />closure procedures such as tagger stations, signage, cones, and other warning <br />devices shall be practiced. No work on Bernal Avenue and no truck deIiveries <br />shall be allowed during identified major Fairgrounds activities. <br /> <br />(b) <br /> <br />Mass grading activities shall be limited to the hours between 7:00 a.m. and <br />6:00 p.m. Monday through Saturday, unless prior written approval is granted by <br />the City Engineer. Generally, no grading shall be allowed to occur between <br />October 15 and April 1 of any year without prior approval of the City Engineer. <br />Grading work can occur throughout the year if weather conditions permit and <br />appropriate erosion control/storm water quality measures are in place, subject to <br />approval of the City Engineer. <br /> <br />(c) <br /> <br />All internal combustion engines on grading or construction equipment used at the <br />Project shail be equipped with a muffler equal to or better than that supplied by <br />the vehicle manufacturer. All equipment shall be maintained in good mechanical <br />condition so as to minimize noise and air pollution from ~hulty engine, drive train, <br />and other components. No muffler or exhaust system shall be equipped with <br />cutout, bypass, or similar device intended to thwart quieting. <br /> <br />Conditions of Approval Page 21 of 49 Revised August 21, 2000 <br /> <br /> <br />
