Three companies submitted proposals. The sealed proposals for the Maintenance Contract were opened on August 23, 2005, and ranged in price from $l6,335.00 to $19,602.00 per month for the routine maintenance fee. For review and selection purposes, the lowest contractor was not based solely on the monthly flat rate; instead, the selection process incorporated some emergency repair work quantities. Team Econolite had the lowest monthly flat rate fee, but CalWest was the lowest contractor based on the flat rate and the extra work selection spreadsheet shown below. While the employees of CalWest do have the required knowledge of traffic signal systems, they only just began signal maintenance projects in June of this year and were not able to satisfy the minimum requirements of the contract. The low bid was received from Team Econolite and all bid documents were found to be in order. Recent work performed by this contactor for other agencies has been verified to be satisfactory.
