<br /> San Leandro. The northern California facility will service the City <br /> of Pleasanton and the City of Sunnyvale. Team Econolite has both <br /> the staff and equipment necessary to provide emergency service to <br /> the City 24 hours a day, 7 days a week. Typical call-out response <br /> time will be I-hour during normal business hours and 2-hours for <br /> nights, weekends and holidays. <br />Honorable Mayor and Members of the City Council: <br />BACKGROUND <br />In the summer of 2004, the City of Pleasanton entered into a 2-year contract with <br />Republic Electric for the maintenance of traffic signals. They were the lowest <br />responsive bidder with a routine maintenance cost of $69 per intersection. Their next <br />closest competitor was Team Econolite, at $145 per intersection. Upon receipt of the <br />first invoice from Republic Electric, it was apparent that the routine maintenance cost <br />of $69 per intersection did not include all of the aspects of work the City of Pleasanton <br />had expected. We received two invoices, the first for $6,624.00 and a supplemental <br />bill for $11,567.99. Over the past 12 months we have been working with Republic <br />Electric to come to an agreement on the total cost for maintenance per month, but have <br />been unable to reach a consensus on the invoices submitted. Staff determined it was <br />necessary to void the current contract with Republic Electric and re-advertise the <br />maintenance contract with additional clarification on the pay and non-pay items. <br />The contract has been written to minimize the amount of extra work the contractor can <br />invoice to reduce the fluctuation in the total monthly maintenance cost. Minor traffic <br />signal upgrades and damage due to vehicle collisions and natural disasters will be the <br />only extra work that is not included in the monthly maintenance cost. <br />In addition to the clarification, the Traffic Signal Maintenance Contract includes new <br />provisions that should result in improved traffic signal operations. The new Contract <br />requires a higher level of technical support, including new computerized signal <br />programming, real time internet based reporting capabilities, replacement of all <br />incandescent signal heads with LED heads and itemized signal component inventory. <br />This should reduce City staff time in handling routine signal operations matters and <br />overall contract administration functions. <br />SR:05:250 <br />Page 2 of 4 <br />
