<br />After evaluation of the alternative(s) based on a preliminary analysis of traffic and, most likely, <br />economic/fiscal impacts, a preferred Land Use and Circulation Plan will be selected which will <br />form the basis of a Draft Land Use Element and a Draft Circulation Element. <br />DISCUSSION: CONTENT OF LAND USE ELEMENT <br />The Land Use Element of the General Plan includes maps, goals, policies, and programs and <br />functions as a guide to decision makers, the general public, and planners as to the ultimate pattern <br />of development for the city at build-out. It plays a central role in correlating the full range of <br />policies throughout all elements of the General Plan. It is required to include a land use diagram <br />that represents a general guide to land use distribution, as well as standards for population density <br />and building intensity. The 1996 General Plan also includes information related to: <br /> . Existing and future land use conditions; <br /> . Descriptions of the General Plan land use categories; <br /> . A description of the Urban Growth Boundary; <br /> . A discussion of Areas of Special Interest; <br /> . A section on Holding Capacity; and, <br /> . A section on the Relationship of Jobs and Housing. <br />The Background section of the existing Land Use Element is followed by Goals, Policies, and <br />Programs related to: overall community development; specific land use designations; land <br />use/transportation planning; growth management; and citizen participation. <br />The City of Pleasant on is approaching build-out, and the overwhelming majority of the land area <br />is not being considered for any change in land use designation. However, some vacant and <br />underutilized parcels remain, as well as some areas that are transitioning from resource extraction <br />or industrial uses. The City has also received requests from owners or developers for land use <br />changes on several parcels. In addition, the Housing Element adopted by the City Council in <br />2003 included a program (Program 19.1) that commits the City to redesignate land to allow for <br />an additional 871 units of multifamily housing on 30 to 40 acres to enable the City to meet its <br />regional housing needs goal. The following sections describe potential land use change areas, <br />outline other land use issues to be resolved, and describe a series of Joint Workshops that will <br />culminate in the selection a preferred Land Use and Circulation Plan and Draft Land Use and <br />Circulation Elements. <br />PREVIOUS GENERAL PLAN MEMOS ON LAND USE <br />In the Spring of 2004 a series of seven General Plan memos was prepared by staff and discussed <br />with the Planning Commission (Memo #4 on High Density Housing Sites was also discussed <br />with the City Council).
