Staff Report September 27,2005 Planning Department SUBJECT: GENERAL PLAN LAND USE ELEMENT WORKSHOP PURPOSE: To provide land use information to the City Council and Planning Commission, and, following the workshop discussion, for the City Council to direct staff regarding potential land use change areas and other issues, and to determine a process for arriving at a Preferred Land Use Plan and Draft Land Use Element. STAFF RECOMMENDATION: Receive staff presentation; following the workshop, direct staff regarding the process for arriving at a Preferred Land Use Plan, the selection of potential change areas and the resolution of other issues to be included in the Draft Land Use Element SUMMARY: This Staff Report describes potential land use change areas and other issues to be resolved as part of an updated Land Use Element, and recommends a process for arriving at a Preferred Land Use Plan and Draft Land Use Element. Honorable Mayor and Members of the City Council: BACKGROUND On August 30th, 2005, the City Council and Planning Commission held the sixth in a series of Joint Workshops discussing the General Plan Update Circulation Element. At the conclusion of the August 30' workshop, the City Council agreed on a "working draft" circulation network, with the caveat that this circulation network would be tested and re-evaluated with future land use. Tonight's meeting is the first in a series of Joint Workshops on Land Use which will culminate in the selection of one or more land use alternatives and a Draft Land Use Element. SR 05:268 Page I of6
