Staff Report <br /> September 27,2005 <br /> Planning Department <br />SUBJECT: GENERAL PLAN LAND USE ELEMENT WORKSHOP <br />PURPOSE: To provide land use information to the City Council and Planning <br /> Commission, and, following the workshop discussion, for the City Council <br /> to direct staff regarding potential land use change areas and other issues, <br /> and to determine a process for arriving at a Preferred Land Use Plan and <br /> Draft Land Use Element. <br />STAFF RECOMMENDATION: <br /> Receive staff presentation; following the workshop, direct staff regarding <br /> the process for arriving at a Preferred Land Use Plan, the selection of <br /> potential change areas and the resolution of other issues to be included in the <br /> Draft Land Use Element <br />SUMMARY: This Staff Report describes potential land use change areas and other issues <br /> to be resolved as part of an updated Land Use Element, and recommends a <br /> process for arriving at a Preferred Land Use Plan and Draft Land Use <br /> Element. <br />Honorable Mayor and Members of the City Council: <br />BACKGROUND <br />On August 30th, 2005, the City Council and Planning Commission held the sixth in a series of <br />Joint Workshops discussing the General Plan Update Circulation Element. At the conclusion of <br />the August 30' workshop, the City Council agreed on a "working draft" circulation network, <br />with the caveat that this circulation network would be tested and re-evaluated with future land <br />use. Tonight's meeting is the first in a series of Joint Workshops on Land Use which will <br />culminate in the selection of one or more land use alternatives and a Draft Land Use Element. <br />SR 05:268 <br />Page I of6 <br />
