<br /> Commissioner Blank stated that he was conflicted about the project because he is in favor <br /> of affordable housing, legal or otherwise, on the one hand but concerned about density <br /> and design issues on the other. He indicated that he would have liked to see a variation in <br /> the roofline and concurred that it would have been helpful to have had the streetscape for <br /> perspective and comparison purposes. He stated that he is hesitant to support the project <br /> because he does not have all the information. <br /> Acting Chairperson Arkin indicated that he had mixed feelings about the project as well. <br /> He stated that the concept of affordability by design is good and expressed his admiration <br /> and appreciation for Mr. Winter's goal to provide affordable housing goal and keep the <br /> cost down. He noted that he understood the neighbors' concerns about density and lack <br /> of parking and that his preference would have been another home like the Oxsens'. <br /> Commissioner Roberts moved to deny Case PUD-37. <br /> Commissioner Blank seconded the motion. <br /> ROLL CALL VOTE: <br /> AYES: Commissioners Arkin, Blank, Pearce, and Roberts. <br /> NOES: None. <br /> ABSTAIN: None. <br /> RECUSED: None. <br /> ABSENT: Commissioners Fox and Maas. <br /> Resolution No. PC-2005-37 was entered and adopted as motioned. <br /> Acting Chairperson Arkin inquired if the Commission would like to add anything so the <br /> Council can see the various impacts and have a clearer picture of the project. <br /> Commissioner Blank stated that the report to the City Council should include the <br /> streetscape design of the project and neighboring houses in true architectural renderings <br /> that are proportioned and drawn to scale. <br /> Ms. Decker advised that the rendering ofthe elevations in one ofthe exhibits was drawn <br /> to scale. She pointed out that six-foot tall people were drawn in front ofthe units to show <br /> proportion. <br /> Commissioner Roberts stated that Mr. Cannon's suggestion to add garage doors with <br /> interesting details in the duplex unit should be included. <br /> Acting Chairperson Arkin stated that he would like to have a list of all proposed and <br /> approved but not built commercial projects in the Downtown to determine the parking <br /> demands or the loss of parking resulting from the development of this residential project. <br /> He added that this would also help the Council determine if the proposed project would <br /> make the Downtown parking problem even worse. <br /> ---. .-- ---- ~- ~- ------ --- <br /> PLANNING COMMISSION MINUTES July 27, 2005 Page 28 of31 <br />
