<br /> Planning Commission and City Council urging that the process of regaining Housing <br /> Element certification be prioritized. <br /> Commissioner Hodgen asked about the time frame for the General Plan Update. Steven <br /> Bocian replied that the current schedule calls for completion of the work by about May <br /> 2006. He noted that the rezones of sites designated for affordable housing would <br /> probably take place sometime after that. <br /> Vice Chairperson Harris noted that the Environmental Impact Report for the General Plan <br /> Update has not yet been started. <br /> Commissioner Hodgett stated that ABAG is now looking at 2008 as the date for <br /> implementation of the new Regional Housing Need Allocation numbers. <br /> Scott Erickson gave an update regarding the application for HELP funds for the City's <br /> assisted living facility project. <br /> The Commission held a general discussion on how to proceed regarding this matter. <br /> Chairperson Stark ask that staff keep the Commission updated as new developments take <br /> place. <br />B. Discussion of Housing Commission Goals and Priorities for 2005 <br /> Chairperson Stark asked for comments from members of the Commission regarding the <br /> current goals and project priorities that were adopted in May 2004. <br /> Commissioner Whisnand felt that, as a new member to the Commission, Commissioner <br /> Hodgett should be able to be involved is establishing updated goals and priorities. <br /> Steven Bocian went over the process that has been traditionally used by the City Council <br /> and City commissions for establishing goals and priorities. He noted that the Council <br /> changed its process this year and now only includes "high priority" projects. The <br /> Commission discussed this approach. <br /> Chairperson Stark feels that the Housing Commission should be more proactive than it <br /> has been in the past on important issues. He cited the example of prioritizing the General <br /> Plan policy for maintaining existing High Density Residential acreage. <br /> Commissioner Hodgett asked about the schedule and process for adopting goals and <br /> priorities. <br /> Chairperson Stark stated that his primarily interest is in implementation activities.
