<br />Fencing and Retaining Walls <br />The retaining wall, if needed, shall be wood and, as conditioned, all fencing on top of the <br />retaining wall shall be level. Staff has added a recommended condition of approval that the <br />applicants revise the plans such that the six-foot tall fence not be located in the front yards, that <br />the rear yards for each unit be entirely fenced, and that all fences have gates for exiting as <br />required by the Uniform Building Code. The applicants have agreed to this condition of <br />approval. <br />Noise <br />A noise study dated "Received June 25, 2004" by Joshua Roper with Charles M. Salter and <br />Associates was prepared for the project. Per the Pleasanton General Plan, residential interior <br />noise levels should not exceed DNL 45 dB. The noise study concludes that the applicants will <br />need to incorporate sound mitigation measures in the construction of the buildings to reduce <br />estimated interior noise levels. As part ofthe project, the applicants have agreed to design the <br />dwelling units such that they would adhere to a DNL 45 dB interior noise level. Mitigation <br />measures may include constructing with larger framing materials, providing more insulation, <br />increasing the window and door noise ratings, etc. Staff has added a recommended condition of <br />approval to address this. <br />The study by Charles M. Salter and Associates states that the exterior noise levels at the project <br />would range from approximately DNL 60 to 66 dB by the year 2025. Existing exterior noise <br />levels at the site are approximately DNL 60 to 65 dB. Per the report, the 1 dB increase would be <br />due to an anticipated traffic increase on Peters Avenue and St. John Street over several years. <br />Per the General Plan, the goal for maximum outdoor noise levels in residential areas is a DNL of <br />60 dB. However, the General Plan acknowledges that this may not be reached in all residential <br />areas for it may not be within the realm of economic or aesthetic feasibility. The General Plan <br />states that this goal should generally be applied where outdoor use is a major consideration <br />(such as in a backyard). The General Plan states that this standard should not normally be <br />applied to small decks associated with multi-family residential units due to the lack of use of <br />these decks even in quiet areas. For this reason, staff does not believe that additional noise <br />mitigation measures are necessary for the proposed decks at the front of the buildings. The <br />report states that the rear yards would be shielded from street noise and would be approximately <br />DNL 60 dB, and consistent with the General Plan. <br />There is a railroad approximately 300 feet west of the project site. The ACE train as well as <br />freight trains use the railroad. The General Plan states that if a railroad is a noise source, then <br />the exterior noise exposure criterion should not exceed DNL 70 dB.
