<br />Traffic <br />An Environmental Impact Report (EIR) dated August 2001 was prepared for the Downtown <br />Specific Plan in which it was anticipated that the project site would be developed as a high- <br />density residential use. Impacts and mitigations were addressed in this EIR. The use and <br />proposed site layout are not anticipated to create any unique traffic or circulation circumstances. <br />The applicants would be required to pay the City traffic fee and Tri- Valley Transportation fee as <br />part of the project. <br />Per the 2003 Annual Baseline Traffic Report, the a.m. and p.m. trip rates for multi-family <br />residential units are .47 and .58, respectively. The a.m. and p.m. trip rates for single-family <br />homes are .75 and 1.0 respectively. Thus, given the trip rates listed above, the proposed project <br />would have a total of3.94 a.m. trips and a total of 5.16 p.m. trips. Residential projects with less <br />than 10 trips in the a.m. and p.m. peak are considered small projects, not requiring a traffic <br />study. <br />There is an existing bus stop one block away from the project at the comer of Peters Avenue and <br />St. Mary Street and numerous fixed route bus lines serve the Downtown area. <br />Grading and Drainage <br />The proposed project would result in an increase in paved surfaces on the site. Only minimal <br />grading, for drainage purposes, is proposed. The rear yards of the single-family detached <br />residences would be raised approximately .5 to I foot in elevation for drainage reasons. The <br />applicants are proposing to grade the site such that storm water would filter into grass at the rear <br />and front of the site. In the event of a large storm, excess storm water which does not filter into <br />the grass would be collected in area drains which would take the water to the front yards in a <br />bubble up system. Once the bubbler system is full, water would be piped to the gutter. Turf <br />block is also proposed in the center of four driveways and for two of the uncovered parking <br />spaces to help retain water on site. Staff believes that concrete pavers or turf block would be <br />acceptable for the two uncovered parking spaces by unit B-2. Staff has added a condition of <br />approval to address this. <br />Power Lines <br />There is an underground electrical line in Peters Avenue.
