Parking Lavout
In staff s opinion, there are pros and cons to the proposed parking layout:
Pros
,. The tandem spaces allow for more usable open space and landscaping on site.
. If non-tandem parking spaces were proposed at the rear of the lots, the rear yards
would be eliminated and the units would need to be moved closer to the street.
. If a drive aisle were proposed along the western property line and garages were placed
under the units at the rear, the rear yards would be eliminated.
,. Tandem spaces allow for a reduction of paving on site.
,. Tandem spaces allow for more storm water runoff to be retained on site.
,. Tandem spaces would be consistent with Downtown's character in that several homes in
the Downtown area have tandem parking spaces.
Cons
,. A reduction in the number of public off-site spaces would reduce the number of spaces
available to patrons of the Downtown.
,. At times, a user of an uncovered tandem space will need to move his/her car so that the
user of the covered carport space can exit. Thus, for convenience reasons, a resident
may park in a public off-site space instead of in his/her tandem space, thereby further
reducing the amount of public off-site spaces.
,. While there is typically ample public parking on Peters Avenue and St. John Street, at
times, numerous spaces are used for events or for overflow parking for a meeting/event at
the Chamber of Commerce.
In Lieu Parking
Due to the PDA's parking concerns, the applicants propose to pay $28,000 into the City's "In
Lieu Parking Fund" for Downtown.
The Downtown Specific Plan has an objective of creating 400 new parking spaces in the
Downtown, consisting of both public and private parking. There is currently $211,462 in the
Downtown Parking In Lieu Fund.
Case No. PUD-37 Planning Commission
Page -15-
