VII. ENVIRONMENTAL ASSESSMENT Environmental review for the proposed project was undertaken with the Final Environmental Impact Report (EIR) approved by the City Council for the Vineyard Avenue Corridor Specific Plan in conformance with the standards of the California Environmental Quality Act (CEQA). There are no substantial changes to the project or to the circumstances under which the project is being undertaken that involve new significant environmental effects or that substantially in- crease the severity of previously identified effects. Furthermore, there is no new information of substantial importance, which was unknown at the time that the Final EIR was approved by the City Council regarding the project or its effects, mitigation measures, or alternatives. Any pre- viously identified effects or impacts are mitigated to a level of insignificance, with the mitiga- tion measures incorporated into the project's design or imposed on the project pursuant to the conditions of approval. Therefore, no new environmental document accompanies this staff re- port. VIII. CONCLUSION The proposal is compatible with and sensitive to the constraints posed by the site, in keeping with the themes and policies of the Vineyard Avenue Corridor Specific Plan, and consistent with the approval of PUD-05. Staff notes that it is not uncommon for the construction of PUD de- velopment plans to be phased and, in terms of site design, project grading, and site topography, the previously approved project lends itself to the proposed phasing. As proposed and condi- tioned, the Berlogar portion of PUD-05 would be self-sufficient in terms of access, utilities, etc., and would provide utility "stubs" to the westerly side of the Chrisman property. Except for the modifications covered by this application, all previous requirements and conditions would re- main in effect. IX. STAFF RECOMMENDATION Staff recommends the Planning Commission take the following actions: I. Make the finding that the proposed modification of PUD-05 is covered by the Final Envi- ronmental Impact Report (EIR) approved by the City Council for the Vineyard Avenue Corridor Specific Plan; 2. Make the findings for the major modification of the approved PUD Development Plan stated in the Planning Commission staff report; and, 3.
