<br />III. PROJECT DESCRIPTION <br /> <br />The applicants propose the following changes: <br /> <br />I. Design guidelines would be used for the individual custom home designs on the Berlogar <br />lots only in place of the previously approved house designs. The Chrisman lots would <br />still use the approved house designs ofPUD-05. <br /> <br />2. The modification would enable the Berlogar and Chrisman portions of this development <br />to proceed separately from each other. As an interim measure, "A" Street would termi- <br />nate in a hammerhead turnaround constructed on the Chrisman property until the Chris- <br />man property develops and completes the street per the development plan approval. This <br />would be the only work done on Chrisman. <br /> <br />3. The application would also update previous requirements on green building measures and <br />construction/demolition waste recycling to present City standards. All other aspects of <br />the City Council's approval ofPUD-05 would remain effective. <br /> <br />IV. ANALYSIS <br /> <br />For the following discussion, the lot numbering for PUD-05 will be used: Berlogar - Lots 11 <br />through 19 - and Chrisman - Lots I through 10. <br /> <br />Site Plan, Lotting Standards, and Circulation <br /> <br />Except for separating Berlogar from Chrisman, there would be no other changes to the overall <br />site plan, lotting standards, circulation, etc., approved for PUD-05. As an interim measure, "A" <br />Street would terminate in a hammerhead turnaround constructed on the Chrisman property until <br />the Chrisman property develops and completes the street per the development plan and tentative <br />subdivision map approvals. This would be the only work done on Chrisman. <br /> <br />Separating Berlogar from Chrisman <br /> <br />Staff believes that separating the project into two phases with Berlogar going first to be followed <br />by Chrisman can be achieved provided that adequate fire access and safety measures are pro- <br />vided to the Berlogar lots; that utilities are "stubbed" at the easterly side of the Berlogar property <br />for connection to Chrisman; and that maintenance of the common areas created with PUD-05 <br />and Tract 7399 is administered by a single homeowners association for both phases. <br /> <br />As conditioned, staff believes that Berlogar can develop first, separately from Chrisman, III <br />compliance with the following requirements: <br /> <br />1. The applicant would terminate the public street on the Berlogar property with the three- <br />point hammerhead turnaround shown in Exhibit "A" submitted with this application.
