13.) Prior to recordation of the final map, a tree protection plan shall be submitted to the Planning <br /> Director for review and approval by the City. This plan shall include the HVSP EIR mitigation <br /> measures and shall explore the potential for relocating any heritage size tree that will have to be <br /> removed as a result of the subject development; such relocation is encouraged to the extent <br /> feasible. <br /> <br />14.) Prior to recordation of the final map, a precise open space trail design and alignment plan shall <br /> be determined in the field with staff and representatives of the Parks and Recreation Commission <br /> by the City. <br /> <br />15.) Prior to recordation of the final map, the final grading and landscape details for the water tank <br /> shall be submitted to the Planning Director for review and approval by the City. These details <br /> shall include a dark, flat green color for the tank, and the use of evergreen native/drought tolerant <br /> trees and shrubs to the greatest extent possible. <br /> <br />16.) In conjunction with the tentative map application, the installation of a traffic circle shall be <br /> shown by the City at the intersection of the east/west street and the Bypass Road and shall be <br /> subject to the Planning Commission review and approval. <br /> <br />17.) This project shall be subject to the provisions contained in the approved North Sycamore <br /> Specific Plan Financing Plan. <br /> <br />18.) The City shall submit a final lighting plan for the clubhouse facilities for the review and approval <br /> of the Planning Director/City Engineer prior to final map approval. This plan shall locate and <br /> direct light impacts away from adjacent residences. Any street lighting shall be consistent with <br /> the requirements of the HVSP and shall be limited to safety lighting, as determined by the City <br /> Engineer. <br /> <br />19.) If signing for the development is desired, a comprehensive signing program shall be submitted to <br /> the Planning Director for consideration under separate application. <br /> <br />20.) All utilities required to serve any existing or proposed development on-site shall be installed <br /> underground by its respective developer. <br /> <br />21 .) All trees used in landscaping be a minimum of 15 gallons in size and all shrubs a minimum of 5 <br /> gallons, unless otherwise shown on the approved landscape plan. <br /> <br />22.) The City and property owners' developer shall provide root control barriers and four inch <br /> perforated pipes for street trees, and trees in planting areas less than ten feet in width, as <br /> determined necessary by the Planning Director at the time of review of the final landscape plans. <br /> <br />23.) The colors of the municipal building(s) shall be submitted to and approved by the Planning <br /> Director prior to the issuance of a building permit by the City.
