vineyards. Accordingly, the portion of the Simoni parcel dedicated for roadway purposes, and <br />the Centex acreage itself, need to be annexed to the City. <br />DISCUSSION <br />General Plan Issues <br />This annexation is consistent with the City's General Plan, The General Plan states that the <br />annexation of parcels of unincorporated land is critical to the effective system of municipal <br />services. The General Plan identifies the following criteria for evaluating annexation proposals: <br />1. The public agencies, which provide services, should be able to serve the annexed area with <br />existing or expandable services. <br />City facilities, including the new roadway, serve existing homes and future developments <br />within the Vineyard Avenue Corridor Specific Plan area. <br />2. The proposed annexation should be a logical extension of an existing planned or developed <br />area. <br />This proposed annexation is contiguous to the City limits. Realigning the City boundary to <br />match the road right of way will clarify jurisdictional responsibility for future maintenance <br />and emergency response. <br />3. The quality of the development proposed for the area to be annexed should enhance the <br />existing community. <br />Realignment of Vineyard Avenue provides safety benefits and scenic amenities. The former <br />Vineyard Avenue becomes a multi -use trail for pedestrians, bicyclists, and equestrians. <br />The subject annexation is contiguous to the City limits and is within the City's Urban Growth <br />Boundary. This annexation is a logical expansion of the City boundary and would allow <br />appropriate control for future development. <br />As to the detachments, there is no need to retain the .182 acres north of the right of way for <br />public purposes and the current landowner (Greenbriar Homes) cannot use the property for any <br />development purposes. (Greenbriar will process a lot line adjustment with Lonestar in order to <br />merge the acreage into Lonestar's other County property.) In that the Lonestar parcel north of <br />the realigned Vineyard Avenue will continue to be mined indefinitely, no purpose is served by <br />having that acreage remain in the City. Lonestar has requested that the acreage be detached and <br />it will merge that property with its other propery in the County. <br />Annexation/Detachment Procedures <br />As to the private properties, the owners have requested that their properties be <br />annexedldetached. City staff has reviewed their requests for compliance with the City's General <br />SR:05:253 <br />Page 3 of 4 <br />
