Honorable Mayor and Members of the City Council: <br />BACKGROUND <br />In the early 1990's, the City annexed a number of parcels along the Vineyard Avenue Corridor <br />in order to annex the Ruby Hill subdivision property. Among the parcels annexed was a 30 -acre <br />parcel owned by Lonestar Industries. On June 1, 1999, the City adopted the Vineyard Avenue <br />Corridor Specific Plan to serve as the primary land use and infrastructure regulatory guide for <br />development of the 384 -acre Vineyard Corridor area located along Vineyard Avenue in <br />southeast Pleasanton. <br />One of the key elements of the Plan was the realignment of Vineyard Avenue along the Arroyo <br />del Valle. This realignment provides safety benefits, including the elimination of numerous <br />drivewaylroadway intersections. The realignment also provides a scenic amenity for motorists <br />by providing views of the Arroyo del Valle on the north side and vineyards on the south side. <br />Former Vineyard Avenue was intended to become a multi -use trail, closed to through- vehicular <br />traffic, for use by pedestrians, bicyclists, equestrians, emergency vehicles, and utility <br />maintenance vehicles. <br />Largely through dedications by property owners, the City acquired the right-of-way necessary to <br />realign Vineyard Avenue. The realigned Vineyard Avenue is now complete and is currently in <br />use. Portions of the road (and the right of way to the north of the road), however, are still in the <br />unincorporated area of the County. Moreover, a small portion of land (about 0.182 acres) was <br />dedicated as part of a larger dedication (by one of the adjacent property owners) for Vineyard <br />Avenue. This portion of land is located northerly of the established right of way line for <br />Vineyard Avenue. In order to have the right of way for the realigned Vineyard Avenue aligned <br />with the City limits, about six acres of road right of way needs to be annexed to the City and, as <br />mentioned, about 0.182 acres need to be detached. <br />In addition, after Lonestar dedicated a portion of its 30 -acre parcel to the City for roadway <br />purposes, it filed a parcel map creating a parcel south of the realigned roadway and a parcel <br />north of the roadway. The southern parcel was subsequently sold to Centex Homes which is <br />developing the parcel with residences. The northern parcel, however, is not intended for any <br />development and continues to be mined. Lonestar, accordingly, has requested that this parcel <br />(about 6.7 acres) be detached from the City. <br />Moreover, the owners of the Simoni parcel (located to the east of the Lonestar parcel and in the <br />unincorporated area of the County), likewise dedicated property to the City for roadway <br />purposes. Subsequently, Centex Homes has purchased that portion of the Simoni property that <br />lies to the south of the realigned roadway (about three acres). Centex Homes is obligated under <br />the Specific Plan to encumber that property with a conservation easement and to plant <br />SR:05:253 <br />Page 2 of 4 <br />
