Plan and LAFCo's policies regarding annexationldetachment and concludes that they comply. <br />The surrounding property owners have been notified that this matter will be considered by the <br />City Council at its September 20 meeting. Council may initiate the annexation proceedings, as <br />recommended, or not. <br />If Council chooses for the annexationldetachment to proceed, the Council will need to adopt a <br />resolution formally initiating the annexationldetachment with LAFCo and agreeing to the <br />exchange of property taxes with Alameda County. <br />The annexationldetachment application is submitted to LAFCo staff for its review. Once <br />LAFCo staff is satisfied that all requirements have been completed, the matter is scheduled for a <br />public hearing for action by LAFCo. <br />LAFCo may approve the application with either revisions or conditions; it may also decide not <br />to approve the application. The annexationldetachment becomes effective when it is formally <br />recorded with Alameda County. <br />Recommendation <br />Staff recommends the Council adopt a resolution formally initiating the annexationldetachment <br />of the properties in question. <br />Staff also recommends Council adopt a resolution for a propery tax sharing agreement with the <br />County for the allocation of property taxes.
