jLEASA\TCN <br />4H <br />City Council <br />Staff Report <br />September 20, 2005 <br />Public Works Department <br />SUBJECT: INITIATION OF ANNEXATION /DETACHMENT PROCEEDINGS <br />FOR ANNEXATION NO. 148 (VINEYARD AVENUE) <br />STAFF RECOMMENDATION: <br />Staff recommends that the City Council take the following action at the <br />meeting of September 20, 2005: <br />1. Adopt a resolution to initiate annexation of approximately 11.18 acres to <br />the City and detachment of 6.91 acres from the City. <br />2. Adopt a resolution agreeing to the exchange of property tax revenue <br />under the standard property tax exchange formula. <br />SUMMARY: In the early 1990's, the City annexed a number of properties along the <br />Vineyard Avenue Corridor, as well as the Ruby Hill subdivision property. <br />One of those properties was a 30 -acre parcel owned by Lonestar Properties. <br />In 1999, the City adopted the Vineyard Avenue Corridor Specific Plan. One <br />of the key elements of the Plan was the realignment of Vineyard Avenue <br />along the Arroyo del Valle. The realigned Vineyard Avenue is now <br />complete and is currently in use. Certain portions of the road (and the road <br />right of way), however, are still in the County and need to be annexed. In <br />addition, a small portion of property currently within the City and that lies <br />outside the road right of way, is not needed for right of way purposes and <br />should be detached from the City. Also, about seven acres of property <br />owned by Lonestar, located north of the realigned Vineyard Avenue, will <br />not be developed as part of the Specific Plan, and should be detached from <br />the City. Similarly, about 3.5 acres of propery owned by Centex Homes <br />lies south of the realigned Vineyard Avenue, will be developed (with <br />vineyards) as part of the Centex development, and therefore needs to be <br />annexed to the City. <br />SR:05:253 <br />Page 1 of 4 <br />
