4) Fire Department access · Need to be able to access building <br /> · Need turnaround for fire tracks <br /> <br /> Resolution - Reduced building footprint enabled access from interior of site <br /> · New turnaround capable of being accommodated with new <br /> driveway/parking lot configuration <br /> <br /> 5) Noise - from pre-school <br /> <br /> Resolution - Determined not to be an issue to closest neighbors <br /> - Pre Preferred aesthetic improvements and visibility along <br /> National Park Road <br /> - Church has no plans to increase enrollment <br /> <br />As a part of this process it was also discovered that the neighborhood did not oppose the <br />inclusion of an outdoor courtyard, which was part of the Church's original plan. <br /> <br />A key point which emerged during this meeting was the neighbors' belief that the Church would <br />not need to provide 'excess' parking on-site, which would in turn allow for the conversion of <br />paved parking areas to landscaped open space. The Church had proposed providing 104 parking <br />spaces as part of the master plan whereas only 75 spaces would be required by Code. The <br />Church had proposed this extra parking in an effort to ensure that it could accommodate all <br />parking on-site so as not to result in Church parking on the streets and in the neighborhood. <br />Since this was not an issue with the neighbors, the deletion of 29 parking spaces allowed for a <br />reconfiguration of the site plan to reduce the amount of parking next to the residences and to <br />increase the separation of the remaining parking lot from the homes. <br /> <br />Tim Mattheis developed a revised plan and staff wrote revised conditions of approval reflecting <br />the discussions at the first meeting. The stakeholders reconvened on August 26, 2005. The five <br />representatives from St. Clare's Episcopal Church attended: Mr. Tim Mattheis - Architect, Mr. <br />Dennis Loyer, Mr. Peter Jackson - a St. Clare's and Mason's Temple Board member, Mr. Louis <br />Schiano, and Mr. Dave Willmore. Representatives for the Valley Trails Neighborhood <br /> Association included Mr. Bill Dawe, Ms. Sharon Dawe, Mr. Ted Crowton, and Mr. Carl Pretzel <br /> and Ms. Connie Cox. Several additional Valley Trails residents also attended to observe the <br /> process. <br /> <br /> The group reviewed the alternate plan and the draft conditions of approval reflecting the points <br /> of agreement taken from the August 18 joint meeting. The color sketch is attached as a part of <br /> Attachment 4 along with the August 26 summary notes. The plan shows the success of this <br /> process in that both parties were able to find exciting solutions that met the goals of the <br /> stakeholders. <br /> <br /> SR:05:244 <br /> Page 6 <br /> <br /> <br />
