City Council approval of the use permit will also approve the proposed expansion from 250 <br />seats to 450 seats. Separate design review approval will be required for Phases II and II1. <br /> <br />STAFF RECOMMENDATION <br /> <br />Staff recommends that the City Council deny the appeal, Case PAP-79, and approve <br />Case PCUP-118/PDR-391 by taking the following actions: <br /> <br /> 1. Make the required conditional use permit findings as listed in the staff report; <br /> 2. Approve the conditional use permit to: <br /> (a) allow the Church expansion from 250 seats to 450 seats, and <br /> (b) allow the three-phase expansion plan with the building layout, sizes, and uses <br /> reflected on the revised master plan as shown on Exhibit A, dated "Received <br /> August 31, 2005," subject to the revised conditions of approval listed in <br /> Exhibit B; and <br /> 3.
