ATTACN hl:Ei',iT <br /> <br /> Livermore-Pleasanton Fire Department <br /> <br />September I4, 2004 <br /> <br />TO: Parks and Recreation <br /> <br />FROM: Fire Chief <br /> Fire Marshal <br /> <br />SUBJECT: Proposal for a Fourth of July Firexvorks Program <br /> <br />We have reviewed the request from Fan Ventura regarding the feasibility of the City of <br />Pleasanton hosting a Fourth of July fireworks show. A number of elements would need to be <br />considered. These are outlined below: <br /> <br /> 1. The Alameda County Fairgrounds has been the launch site for pyrotechnic events for <br /> many years. Currently the largest display is done opening day of the Fair. As the <br /> Livermore-Pleasanton Fire Department (LPFD) is no longer involved with site <br /> inspections and special event activities on the fairgrounds, we would defer all <br /> regulatory issues to the Alameda County Fire Department. <br /> <br /> 2. Depending on the size of the show, the Fairgrounds may not be the best location for a <br /> pyrotechnic show. When LPFD inspected the shows before 2002, the clear zone <br /> needed to safely launch large pyrotechnic devices was marginal. Due to the ever <br /> moving exhibit displays near the show fallout area, there have been concerns about <br /> protecting the public and event displays. Fireworks shows do need a clear area where <br /> still burning or hot pieces of debris fall. The lower the altitude of the explosions, the <br /> greater the amount of hot debris fall, in a smaller footprint. Conversely, with a "high" <br /> show and a windy night, the fallout zone would be larger downwind. <br /> <br /> 3. Currently, the minimum insurance needed to host this type of show is $1M each <br /> occurrence liability insurance, $2M general aggregate, and $2M Products and <br /> Completed Operations Aggregate. This has been supplied by the event pyrotechnics <br /> provider. The City of Livermore is considering increasing this coverage for the 2005 <br /> show. <br /> <br /> 4. The fireworks launch location and review of site dynamics would need to begin at <br /> least 4 months prior to the event. This would address launch site issues, security, <br /> operator skills, contingency plans based on site issues or pyrotechnic failures, etc. <br /> <br /> <br />
