5. Once these are designed an Operations Plan is constructed with the Police <br /> Department and site security to insure all safety needs are met. <br /> <br />6. A State Fire Marshal permit for the launch is needed. The application has to be filed <br /> 30 days prior to the event. <br /> <br />7. Logistically, there are a number of issues. These are based on the City hosting the <br /> event and designating the location(s) for public viewing. If the City were to close <br /> Main Street to have a festival event area before the evening launch, all of the issues <br /> associated with special events like the Good Guys xvould come into play. Security, <br /> clean-up, first aid, emergency response into the area, open flame outdoor cooking, <br /> tents, etc. would be part of the event plan. Due to the height of buildings and trees the <br /> downtown area may not present the best viewing area. <br /> <br />8. Parking is always an issue. Again depending on the nature of the event addressing <br /> this is paramount. <br /> <br />9. If the City were to become the event sponsor or do a co-host with the Fairgrounds and <br /> move the fireworks launch site to the Bemal Property, we could designate a launch <br /> site meeting all the safety requirements mandated by the size of the pyrotechnic <br /> devices. The remainder of the site or a portion of it could function as the viewing <br /> area. We don't know if the event would have paid admission with a festival area <br /> including food booths, live bands, artisan displays, City Community Events displays, <br /> etc. As the site is not paved or seeded with grass, this would be problematic from the <br /> dust perspective, but would be well suited for a launch site. As the Bemal Property is <br /> flat and somewhat centrally located, we'd need to think through the areas the public <br /> would use to view the display. A lot of the neighboring areas like City Hall, the <br /> Library, Seniors Center, etc. would be areas with parking. One might consider the <br /> Senior Center as a festival site with the outdoor lawn area and building. The Aquatic <br /> Center might be to far away, but Foothill High School could also be an event center <br /> with food booths and fundraising activities. Its line of site to the Bernal property is <br /> pretty good. <br /> Another possible drawback to a Bernal Launch Site is would the CHP have concerns <br /> about freeway congestion from drivers going slow to look. When shooting from the <br /> interior of the fairgrounds, the launch tubes and low explosions are not as readily seen <br /> from the freeway. However, it would be very visible on the flat, open Bernal <br /> property. <br /> <br /> 10. On street parking around the fairgrounds is always problematic. We'd really need to <br /> address this if the launch site is the Bernal Property. <br /> <br /> 2 <br /> <br /> <br />
