Conceptual Discussion of Fireworks for July 4th

Mr. Wolfe noted that prior to a July 4, 1998 shooting incident in the Fairgrounds midway, the Alameda
County Fairgrounds scheduled a fireworks display on July 4th each year in conjunction with its annual
County Fair.

At the September 9, 2004 Commission meeting, Commissioner Kurnmer had inquired about the feasibility
of resuming a fireworks display at the Fairgrounds, and requested staff research the issue and present its
findings.

Staff contacted Rick Picketing, Executive Director of the Alameda County Fairgrounds, to determine the
Fair's interest in resuming a fireworks display on July 4th. Mr. Picketing advised that since the 1998
shooting, the Fair has worked to modify its format and activities on July 4th to attract more families and
promote the image of"a safe place to be." Fireworks are included during the opening night of the Fair,
but the County is still not comfortable about extending Fair hours and holding a Fireworks display on July
4th. In addition, the Sheriff's Department has strongly opposed resuming the July 4th fireworks.

Mr. Wolfe also provided information about the Livermore fireworks event on July 4th, which is produced
by the Livermore Area Recreation and Park District (LARPD). That event also requires the assistance and
cooperation of the City of Livermore, Lawrence Livermore Lab, and the Livermore-Pleasanton Fire
Department.

Staff recommended that the Commission support the on-going efforts of the Alameda County Fair Board
to promote a positive family atmosphere at the Fair, with the hope that this might eventually result in the
reinstatement of fireworks on July 4th.

Commissioner Kummer advised that he had received strong support for resumption of the July 4th
fireworks by members of the Alameda County Fair Board/when he raised the issue in July 2004, but
opposition had come from the Sheriffs Department. He offered the following items for further
discussion: 1) how much room is required to hold a fireworks display; 2) if Pleasanton took a lead

Parks and Recreation Commission Minutes
January 13, 2005
Page 4
