In addition, staff is recommending to utilize consultant services for "as-needed" <br /> strategic GIS planning, general consulting services, and assistance developing new <br /> GIS themes and feature classes for public safety and GIS implementation, as <br /> requested by IS/GIS Department, pursuant to individual work authorizations. <br /> <br /> This agreement does not obligate the City to utilize Consultant exclusively for <br /> these services, and the City reserves the right to select other consultants for these <br /> services based on the City's needs. Further, the City is not obligated to provide a <br /> certain amount of work and as a result, services will be provided consistent with <br /> need and will be provided on a time and material basis. <br /> <br /> The overall budget for base map maintenance is $66,000 for FY 2005-06. The <br /> overall budget for as-needed consulting services is $10,000 for FY2005-06. Both <br /> components are funded in City budget. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The City's digital basemap is made up of several layers including approximately 26,000 <br />parcels, street address, fire hydrants, public right-of-way, and easements. It is linked to a <br />feature attribute database used for facilities planning and management and to a parcel records <br />database used for notification, zoning, and other planning purposes. The parcel basemap <br />polygons and lines are assigned codes. This is called geocoding. It enables users to query <br />information from the map that resides in tables and in other databases. <br /> <br />The centerline map is a map with the City's street right-of-way represented by lines that are <br />geocoded with street names, direction of flow, speed limits and address ranges. The tables that <br />are associated with this map also include fields for ownership status and dispatch zones. It was <br />developed for emergency response and routing applications for public safety, fire and police, <br />resources, but it is also used for traffic management (i.e. signing and routing) and pavement <br />management. The City's water system, sanitary system, and storm drains have also been <br />mapped, geocoded, and tables of utility features have been built. We refer to these as utility <br />overlays, and they are spatially associated with the parcel basemap by overlaying the layers, <br />geocoding the features, and linking their tables and databases. This enables the users of these <br />layers to do things to determine service levels, monitor the inventory, character and age of the <br />City's infrastructure, and to schedule maintenance and replacement. These overlays and <br />associated tables have also provided an inventory used for meeting the requirements of GASB <br />34. In order to maximize the value of these tools, it is important to maintain accurate and up- <br />to-date basemaps with geocoding, tables of attributes of map features, and the associated land <br />management record information. <br /> <br /> SR 05:243 <br /> Page 2 <br /> <br /> <br />
