THE CITY OF <br /> <br />pL£ AS&NTON CityCouncil <br /> Staff Report <br /> <br /> September 6, 2005 <br /> Assistant City Manager <br /> <br />SUBJECT: APPROVAL OF CONTRACT WITH LYNX TECHNOLOGIES, INC. <br /> TO PROVIDE DIGITAL BASEMAP MAINTENANCE AND <br /> GENERAL GEOGRAPHIC INFORMATION SYSTEM (GIS) <br /> CONSULTING SERVICES <br /> <br />STAFF RECOMMENDATION: <br /> <br /> Staff recommends the City Council take the following action at the meeting of <br /> September 6, 2005: <br /> <br /> Approve the contract with Lynx Technologies, Inc. for digital conversion services, <br /> a total of $66,000 per year for two years, for on-going annual maintenance of the <br /> parcels, basemap, utilities (water, storm, and sanitary), street centerline theme <br /> layers and as-needed annual GIS consulting services as needed for strategic <br /> planning as approved under this contract. In addition, the staff recommends that <br /> the City should review the contract during the second year, FY 2006-007, and <br /> make recommendation to renegotiate and renew the contract and the fees for a <br /> third year. <br /> <br />SUMMARY: The City builds and maintains database layers for the Geographic Information <br /> System (GIS), which includes a parcel basemap, centerline map, the utility <br /> systems, fire and public safety, planning, tracts and annotations. <br /> <br /> In the past we have used contract services to update much of this data while staff <br /> focuses on preparing unique maps and data based on existing information. <br /> <br /> In an effort to maintain, update and convert new data to improve the coverage and <br /> accuracy of City's GIS maps, we have acquired 2005 digital orthophotography, for <br /> the greater Pleasanton area. The new data is used for planning and to "register" <br /> and maintain our new and existing map layers. The maintenance of up-to-date <br /> data is time-consuming and technically oriented; it is typically completed under <br /> contract by vendors specializing in this field. As a result, staff is recommending <br /> continuation of the consultant maintenance services to build and register the <br /> expanded network-controlled parcel basemap, the centerline map, and the right-of- <br /> way map and to update and geographically register the other base data layers. <br /> <br /> SR 05:243 <br /> Page 1 <br /> <br /> <br />
